President Joe Biden approved a new national security memo to help President-elect Donald Trump and his new administration in managing relationships with China, Iran, North Korea, and Russia.

According to the AP, the document includes four broad recommendations: improving U.S. government interagency cooperation, speeding up the sharing of information with allies about the four adversaries, calibrating the U.S. government's use of sanctions and other economic tools for maximum effectiveness, and bolstering preparation to manage simultaneous crises involving the adversaries.

Two senior administration officials, who spoke on the condition of anonymity with ground rules set by the White House, tell the Associated Press that the classified memorandum would not be made public due to the sensitivity of some of the document’s findings.

For years, the U.S. has been worried about cooperation among the four countries as relationships between China, Iran, North Korea, and Russia have grown in the aftermath of Russia's invasion of Ukraine in 2022.

Citing senior officials, the AP noted that Moscow has reached out to Iran for drones and missiles, while North Korea has provided Russia with artillery, missiles, and troops to help the country battle Ukrainian forces.

Russia has provided fighter jets to Iran and helped Tehran as it looks to strengthen its missile defense and space technology.

The AP reported that China has helped Russia with materials to help keep its military base stable. China and Russia are also working together to bolster their military technical cooperation.

And North Korea has received from Russia fuel and money to help build its manufacturing and military abilities.
