Crowds in California violate stay-at-home orders to see explosion of neon blue waves
LOS ANGELES, Calif. - A lot of people ignored shelter-at- home orders in Los Angeles in the hopes of seeing a rare phenomenon called bioluminescence.
People were looking for an explosion of neon blue colors in waves as they crashed onto the shore.
The glow is caused by a red tide in the area --which is an algae bloom -- that gives off a glow whenever agitated by waves or other movement in the water.
