East Bay man suspected of sexual battery on disabled woman turns himself in

Police in El Cerrito arrested a man suspected of the sexual battery of a woman with disabilities after he turned himself in, the department said Tuesday.

Richmond man Hugo Antonio Martinez Ortigoza, 28, was arrested for the Nov. 13 sexual battery of a woman with no sight or hearing.

Police allege Martinez Ortigoza followed the woman for several city blocks until she reached the area of Stockton Avenue and Elm Street, where he then allegedly approached her from behind and slapped her on her buttock before fleeing the area.

Martinez Ortigoza turned himself in Tuesday after being identified as the suspect on Dec. 11.

After locating video surveillance footage from businesses in the area, investigators were able to provide a description of the suspect.

The department shared a photo of the suspect with the public and a few people recognized Martinez Ortigoza and told investigators. A warrant was then issued for Martinez Ortigoza for felony sexual battery of a seriously disabled subject.
