In an executive directive Thursday, Mayor Breed is pushing city departments and services to offer relocation assistance to out-of-town homeless residents, before offering any other services, including housing and shelter.

San Francisco has stepped up a program to sweep homeless encampments. City leaders have been saying that plans were in the works to take more action to eliminate encampments, and on Monday crews began patrolling the streets clearing camps.

A federal judge heard arguments on the issue of whether the city of San Francisco must use "all reasonable efforts" -- including police enforcement of laws against public camping -- to reduce to "zero" the number of tent encampments in the Tenderloin district.
