The tsunami advisory wouldn't have triggered SF emergency sirens, but why do they remain silent?

San Francisco's emergency outdoor alert system sirens have been in place since the 1950s, but were taken offline two years ago for repairs. Those repairs were delayed by COVID. The city's emergency management department wants them back online, but say this weekend's tsunami advisory would not have triggered the sirens.
