Victim of Oakland hit-and-run remembered as 'bright spirit' at vigil

20-year-old Oprah Cooper was hit and killed by a driver last week while chasing after someone who hit her friend's car. Family and friends held a vigil on Tuesday. They say they want the person responsible held accountable.
