Bay Area voter turnout considered low in California's primary

Polls in the Bay Area are set to open at 7 a.m., but vote-by-mail ballots have already been coming in for days. With presumptive candidates in Democrat and Republican presidential primaries, some worry there might be less incentive for people to get out and vote.
