SJ council, residents make plans for path forward from Omar Torres scandal

Several San Jose residents positioned themselves to run in a special election to replace the disgraced D3 rep Omar Torres. He's in jail on multiple charges of raping a relative while the victim was a child. San Jose Mayor Matt Mahan says the council should opt for a special election to fill the seat, but could appoint an interim successor.
