Scotts Valley recovering from 'rare' tornado

City work crews in Scotts Valley, Santa Cruz County, repaired or replaced some of the 15 traffic signals damaged or destroyed by what officials said was a rare tornado. Two-of-three people hospitalized with injuries have been discharged.
