Mayor clarifies confusion as to who's leading OPD; another cop placed on leave

The state agency that oversees police standards says that Oakland Mayor Libby Schaaf's temporary appointment of City Administrator Sabrina Landreth to oversee the city's troubled Police Department is in violation of a law that says a department must be run by a police chief.
