Raiders a step closer to Vegas, but effort to keep them in the Bay remains

With the Nevada legislature's approval of a hotel tax increase, the Oakland Raiders are a step closer to moving to Las Vegas, but the effort to keep the team in the Bay is still strong. Ultimately it will be up to NFL owners.
