Oroville Dam report

Experts from the U.S. Society on Dams as well as the Association of State Dam Safety Officials released a blistering 534 page review of the spillway failure at Orovile Dam, the nation's tallest dam, that resulted in the evacuation of as many as 200,000 nearby residents last winter.
