Resolution makes Berkeley a sanctuary city for cannabis users

Berkeley City Council approved a resolution Tuesday night to become somewhat of a sanctuary city for cannabis users. They also voted to reduce the recreational marijuana tax from 10% to 5% to help the industry compete with unlicensed sellers.
