Appeals court in San Francisco hears sanctuary city arguments; can Trump withhold federal funds?

The Trump administration will try to convince a federal appeals court that the president's executive order threatening to cut funding from states and cities that limit cooperation with U.S. immigration authorities was narrow and legal. A three-judge panel of the 9th U.S. Circuit Court of Appeals will hear the administration's arguments on Wednesday in its appeal of a judge's ruling permanently blocking the order nationwide.
