Oakland plans to push homless into 'tuff' sheds around Lake Merritt

City leaders in Oakland are putting encampments around Lake Merritt on notice, citing feces, needles and environmental hazards. The city is looking to transition the homeless into a new tuff shed community being built around the Lake.
