All lanes of Richmond-San Rafael Bridge reopen after falling concrete prompted two closures

All lanes have reopened on the Richmond-San Rafael Bridge after multiple closures that began Thursday morning when a chunk of concrete fell from the upper deck and landed on a car traveling on the lower deck.
