San Francisco introduces free mental health care program headed for November ballot

In an effort to battle the homeless epidemic, leaders in San Francisco are going to what many call the root issue- mental health. SF supervisors introduced an ambitious plan Tuesday to create the first universal mental health care system in the country. Christien Kafton.
