San Rafael mayor keeping flags at half-staff until there’s gun control action

The mayor of San Rafael says city flags will remain at half staff, until there's action on gun reform. KTVU's Debora Villalon reports Mayor Gary Phillips says a few days after the shootings, flags elsewhere went back to normal.
