Some Kincade Fire evacuees allowed to return home

In western Somoma County on Monday, Cal Fire downgraded the mandatory evacuation order and told tens of thousands of people that they can return to their homes. KTVU's Jana Katsuyama reports hundreds of people are still staying at the Red Cross shelter in Santa Rosa.
