Overpayment penalty from 2017 prevents woman from getting unemployment

Tiana Sullivan, a Hayward medical office employee, had to apply for unemployment due to coronavirus. She says that a penalty she paid for unemployment overpayment in 2017 is blocking her from receiving funds for anywhere from 5 to 23 weeks.
