Oakland police chief responds to report of department failing 18,000 emergency callers

Oakland's interim police chief Susan Manheimer joined Mornings on 2 to respond to an Alameda Co. Civil Grand Jury report that found Oakland 911 failed 18,000 emergency callers in 2019.
