Water conservation efforts falling short in the South Bay, residents asked to conserve more

Residents in Santa Clara County are being asked to conserve water even more. New numbers show many cities are falling short of the water district's 15% conservation goal. Some cities are doing better than others, but one area actually upped it's water use.
