Like most mothers, Candace Steel, 32, vividly remembers the day her baby was born. But unlike most, Steel?s memories are pierced with pain and horror: Her daughter was born at Santa Rita Jail. And because Alameda County sheriff?s deputies did not believe she was in labor, Steel delivered baby Hope alone, in a cell.
