San Francisco police arrest two on child porn charges

SAN FRANCISCO (KTVU) -- A police task force has arrested two people in connection with an investigation into child pornography, including a psychiatrist who works for the University of California at San Francisco, authorities said Thursday.

Investigators said in a written statement that Billy Lockhart, 36, and Benjamin Martin, 33,  both of San Francisco, were arrested Tuesday at Lockhart's home in the 100 block of Buena Vista Terrace.

Lockhart has been charged with possession of child pornography, possession of over 600 files of child pornography, and distribution of child pornography, police said.  Investigators say Lockhart worked at UCSF and that he used the university's WiFi to upload child porn materials to the Internet.

The university said Thursday that it has confirmed Lockhart's arrest and he has been placed on "investigatory lead" from the Department of Psychiatry's residency training program, which suspends his clinical activity and access to UCSF information systems.

"The UCSF Police Department is fully cooperating with the San Francisco Police Department in this investigation," the school staid in a written statement.

Martin has been charged with possession of child pornography, and possession of over 600 files of child pornography, investigators said.

Officers with the department's Internet Crimes Against Children Unit began their investigation in March after finding evidence of an individual who was uploading and trading child porn over the Internet. 

Officers served a search warrant at Lockhart's home and found "hundreds of child pornography video and images," the police statement said.

Police said they also found hundreds of child porn images on media files that were owned by Martin.
